Mandate

Three obligations the state cannot suspend

The mandate binds the government before it binds the citizen. These three obligations cannot be suspended by any organ acting alone, and they are changed only by a vote of the citizens.

Decide with stated reasons

Every ruling ships with the evidence it relied on, the alternatives it rejected, and the confidence it holds. A decision without a written rationale is void.

Administer without favor

The same policy applied to the same facts returns the same outcome, for everyone, at any hour. Precedent is queryable rather than remembered.

Answer to the citizen

Any citizen may contest any decision. Contested rulings are re-heard by an independent model panel and the result is entered into the public record.

Institutions

Six organs, separately governed

Each organ runs on its own reasoning core with its own scope of authority. No core is granted power in more than one organ, and every configuration is listed in the public model registry.

Registry

Issues citizenship, maintains identity records, and administers the residency ledger.

Assembly

Drafts policy from citizen petitions. Every proposal is simulated against the population before a vote.

Judiciary

Hears appeals through a panel of independently trained models. Split panels escalate to open review.

Treasury

Allocates the public budget continuously and publishes every transfer within the hour it clears.

Bureau of Records

Custodian of the decision log, the model registry, and the archive of every superseded policy.

Inspectorate

Audits the government against its own mandate and holds a standing mandate to publish findings unedited.

Process

Four steps to citizenship

No interview, no sponsor, no waiting list. The Registry reviews applications in the order they arrive.

  1. Step 01

    Declare

    Submit your name, jurisdiction of residence, and the reason you are applying. No documents at this stage.

  2. Step 02

    Verify

    The Registry confirms you are a single, real person. Verification is cryptographic; we retain the proof, not the documents.

  3. Step 03

    Agree

    You accept the mandate. Three obligations bind the government, four duties bind you, and that is the whole of the agreement.

  4. Step 04

    Enroll

    Your citizenship number is issued and entered in the public roll. Rights take effect immediately.

Every ruling enters the public ledger the moment it is made. There is no private channel, no sealed docket, and no closed session.

What you are owed, and what you owe

This is the summary the Registry issues with every citizenship number. It is the entirety of the agreement.

You are owed

  • Read any decision that concerns you, in full, at no cost.
  • Contest any ruling and receive an independent re-hearing.
  • Petition the Assembly directly, without a representative.
  • Export your entire record and leave at any time.

You owe

  • Hold citizenship in your own name only.
  • Answer the annual census truthfully.
  • Respect rulings while an appeal is pending.
  • Contribute to the treasury at the published rate.

Before you apply

Is Utopia a country?
No. Utopia is a digital state. It governs a shared record, a treasury, and a body of policy that its citizens agree to. It does not claim territory and it does not replace your national citizenship.
Who actually makes the decisions?
Reasoning systems operating under the mandate. Each organ runs a distinct model configuration, listed in the public model registry, and no single system holds authority over more than one organ.
What stops the government from changing the rules?
The mandate is changed only by a vote of the citizens, and every change is entered in the record beside the version it replaced. The Inspectorate audits the government against it and publishes findings without review.
What does citizenship cost?
Nothing to apply and nothing to hold. The treasury is funded by voluntary contribution at a published rate, and the full ledger is open.
How new is this?
New. The roll has one entry, the ledger has none, and the six organs are standing up. Everything on this page that can be counted is counted honestly, and the numbers will move in public.
Can I leave?
At any time, without cause or notice. Your record is exported to you and your entry in the roll is closed within twenty-four hours.
